A bit of history here. Pilotka - or Russian name for a side cap became a very important part of military servicemen uniform amongst German airplane pilots for the first time in 1900s. Afterwords it is used as primary head wear for the German military since 1930s.

In USSR pilotka was introduced for the first time in the dawn of WWII when Russian Army combat hat budenovka was replaced by pilotka for summer time uniform and by ushanka hat for winter.
Commonly pilotka is made of cotton (50% wool and 50% cotton), it has also a cotton lining inside.
Usually this Russian garrison cap is coloured in the relative colour with the stripes that recognize to which particular armed forces part the cap belongs. For example if pilotka comes with blue stripes it means ii is used by the Air Forces. If it is in plain khaki colour - it is used by infantry and so on.
